Cultural Rights Plan

The Ministry of Culture has launched the Cultural Rights Plan 2025–2030, an initiative designed to redefine cultural policies by positioning culture as a fundamental right and a common good.
The plan’s main objectives are to guarantee equitable cultural participation for all individuals and to establish cultural rights as a central framework for public action, thereby fostering cultural democracy and strengthening the transformative capacity of culture to address contemporary challenges. To this end, the plan includes 100 short-term actions out of a total of 146 measures.
Our role focused on drafting and coordinating the Plan itself. Over the course of a year, this process was developed through a participatory methodology involving 13 working groups, each dedicated to a specific theme or area and composed of 20–25 members. As coordinators, we oversaw the work of the groups together with their facilitators: Ricardo Antón, Txelu Balboa, Gemma Carbó, Pedagogías Invisibles, Pandora Mirabilia, Tania Safura Adam, Diego Salazar, María Ríos, Marta Rovira Martínez, Rexenerando S. Coop. Galega, Timanfaya Custodio, Cristina Arroyo, Carlos Almela, Dagmary Olívar, Kike Labián, Alberto Soler, Lucía Vázquez, Luis Galán, Marcos García, Lucas Tello and Felipe G. Gil, Nicolás Barbieri, Jacobo Cayetano, Beatriz Barreiro, Pedro Jiménez, and Sofía Coca.
In addition, we coordinated further participatory processes involving experts (through targeted questionnaires), the general public (through online consultations), and professional associations and organizations from the cultural sector (through multiple meetings). Based on the wealth of information gathered, the entire working team — including the Ministry of Culture, Alfredo Ramos, María Serrano, and ourselves — analyzed, assessed, and consolidated the proposals, resulting in a Plan that defines 100 short-term actions within a total of 146 measures.
The Cultural Rights Plan 2025–2030 was formally presented at the Museo Nacional Centro de Arte Reina Sofía on July 8, 2025, in the presence of the Minister of Culture, Ernest Urtasún.
